So is there any way to get shiny graphics without losing the water/liquid camo?

Buy using Hac2 and scope_blur 0  Its no scope blur is not as good as DART or DRT but it works.

so when I got home from work I did the control + F12 and it started out at 250 to 300+ in server then after a couple minutes it dropped down to 60 to 100ish

Do you have an integrated graphics card anywhere in your system?  Maybe halo could be using it instead of your GTX 770

I'm sure I do have integrated graphics how would I check to see if it's running on that

If it's a laptop and you actually have a GTX 770M, then open Nvidia Control Panel, go to 3D Settings and make sure Halo is one of the listed programs. If it isn't, add it and make sure it's using the discrete (GTX 770M) instead of the integrated graphics.

If you're using a desktop, reboot your computer, enter the BIOS, and find the option to disable on-board / integrated graphics.

Some laptops will also have the feature named as UMA graphics and depending on the laptop or desktop you should be able to switch off the integrated card and have the desktop or laptop only use the dedicated card.
